Mr. Hanscom an international rail and shipping consultant, has been active for 35 years. As transportation editor for the Journal of Commerce he covered development of the international container industry.  Subsequently he served as a senior executive of the US Department of Transportation where his duties included the restructuring of the Midwestern (US) railroads; maritime financing for the Maritime Administration’s Title IX Ship Finance Program and later followed the railroad and shipping industries for the pre-eminent private equity fund of its day Steinhardt Partners. He has advised on the formation of short-line and regional railroads, advised a US Class 1 railroad on the purchase of Conrail and headed up the acquisition team for the purchase of a major US regional railroad. As a consultant he has advised privatizations in Bolivia, Canada, and Colombia. More recently he has collaborated in many studies of credit quality of applicants to the US Department of Transportation Railroad Infrastructure Finance program. At present he is also Liner Companies editor for Sea-trade Publications, preparing articles and news advisories on container industry events and issues, port development, rates, trade regulation and intermodal service innovations. He has addressed maritime conferences in Genoa and Halifax on port development strategies.
